What would nail this tone?

First of all. Tune each string either slightly flat or slightly sharp. Leave them to rust for 6 months. Buy a shite amp with faulty tubes and drink so much you cant play properly. Should do the trick.

A Riff Raff would be the closest equivalent. A big part of that tone is the semi hollow guitar, in this case a plastic one. And a Fender amp with Sino or Ruby tubes in the preamp.

I would also suggest a Holy-Diver - I have one in a Dean Schenker V. It sounds awesome and, through my Marshall JVM, can go from early 70s, UFO, MSG to modern rock and, dare I say it, metal.

Cheers,
Jim

I could probably just ask Tim, lol.
