The two-tone, 255 and standard are all made in China. As for their quality? They're set neck mahogany guitars with branded pickups and the Dean V neck profile. In the last 3 reviews I found for Chinese built Deans, Guitarist gave the Razorback 4 out of 5 for build quality and playability, and 4.5 out of 5 for sound. Total Guitar gave the Razorback and the Dime-o-Flame ML their 5 star best buy awards, so I'd imagine they hold their own with Japanese Ibanez (the last Prestige review I found in TG was 4 stars).
China is rapidly dominating the world in all areas of manufacturing, as they have massive capacity, so they can turn out high quality items at very low cost. Ibanez even makes their Steve Vai signature acoustics in China :o
