It means it's good. Very good. You could walk up to the queen and say "Lizzy, that dress is the dog's bollocks is what it is!" and she'd be like "why thank you, I do think it does look quite the dog's bollocks"

Thanks for the explanation (my guesses were pretty much close)! Now its clear  :D
