When I was driving skip lorrys I got one in the west end picking a skip up, that was a bit much so we billed the builder.
I did some agency work a few years ago delivering saline drips for a medical supply distributer to the private clinics in and around Harley St. I got a ticket on every drop, 5 in all. They don't care at all and even try and goad you into arguments and record them, in hope that someone will give them racial abuse and use that in another case! I know that sounds far fetched but I've heard that one from various sources. With Westminster Council that sort of thing doesn't surprise me.

I worked in insurace.. it would come from the councils Public Liability insurance policy.

I do think you may have waited too long though... you have 3 years if i remember correctly.

Limitiation in personal injury is three years from date of knowledge of the injury.  An accident in June 2006 would mean the action becomes barred in June 2009.  As we are near May 2009 you have 1 month. 

When a claim is on the line of the limitation period the standard practice is to issue the claim form at Court but not to send ('serve') it to the other side.  That way your claim is made in time but you can also follow the necessary pre-litigation procedures (like sending medical reports and so on) to try to settle.  So not too late, but nearly so.
