Could be that the speakers are damaged too?

Or it could be that the cab is cr@p.

If the speakers are goosed, best way to test is a moderately loud clean tone with plenty of bass - twang the low E, palm-mute some notes on the low E.  It shouldn't be fuzzy at all.

The easiest way to rule out the cab itself vibrating is to take the speakers out of the cab and test them seperately.

if the fluffy padding is loft insulation its likely to be fibre glass which could in theory damage the speaker cones - get some gloves on and tear it out if it is
