There is a metal piece loose in the heel of my brand new telecaster that's bouncing from front to back each time I change position with the guitar? What is going on?

Could be the little metal bracket that the jackplate attaches to?  If it's loose, the jackplate may feel wobbly or even pull out when you unplug your lead.

Or it could just be a blob of solder rattling around the control cavity.

Actually, it seems to be the female allen wrench from the tilt device that came off. Apart from this little piece moving, everything seems rock solid.

The problem is I got buzz on the low string again. I had the tech at the shop to paly with the truss road and the action to get rid of some buzz I noticed when I first tried the guitar. And now they are back with a vengeance!

Ah, I see, didn't realise you meant the neck heel.  

Is it the micro-tilt grub screw that's loose, or the plate it screws into?  The screw might just need tightening, but if the plate's loose you could take the micro-tilt mechanism out altogether.  I've never seen much use for it really - if I want to tweak the neck angle I still use a shim in the pocket.
