Paypal - Unauthorised Payment

How does one go about this?

Basically I sold my guitar, buyer paid immediately then Paypal says "Oh, no, no, it could be an unauthorised payment from the account holder" but I've had a reply from the account holder that he had to change his password, reconfirm his address, etc.

And his address was confirmed anyways when he paid.

Is Paypal being a bit too paranoid? And making me paranoid at the same time?

Should I just resolve it and get on with posting it?

I would wait a day or so till the paypal thing gets resolved (unless you know the buyer)

Paypal are waiting for me to resolve it.

I either cancel everything or resolve and send it.

If you get your money out from the depths of paypal and have confirmed things with the buyer i don't see any reason why not to send it

They somehow pulled a minus number out of it so they better not be charging me for this case, already taking money off me for using Paypal.

They do that now

I had it with the last few things i sold.

you get your ebay fees
then they charge you for receiving the money
and then charge you again to transfer it into your account

This is why when i sell something and get paid via paypal its Ebay money by default

i transferred some out from paypal the other day from ebay sales, its was free unless i wanted it 'quickly' which costs £5 more

but yeah, about 5% paypal fee for receiving the money and 10% from ebay at the end of the month :(

personally i would want to wait till paypal say he is confirmed or i doubt you are protected.  I know i have brought stuff in the past and its put me over one of paypals thresholds so its taken a few days to confirm bank accounts or addresses till i could pay

You could ask if he has a phone line and is registered in the public phone book, so you could call him to verify.

Is the money actually showing as cleared funds in your PayPal account? 

If it is, I don't think you have anything to worry about.  If it isn't, I wouldn't send a thing.

If the seller then asks why the guitar hasn't been sent, tell him PayPal have queried his account status and let him sort it out.

Basically the timeline of it goes,

Buyer pays,
Paypal holds and charges me
Opens a claim, tells me unauthorised payment from buyer
I email buyer
Buyer tells me he's had to re-do everything on Paypal, like reconfirming his address (which it was confirmed before)

And I've told Paypal to shove it- actually, I've resolved the claim and I'm waiting for Paypal to give me my damn money and then I'll send it. No surprise if they take even more money off me for releasing it.

i'm in your buyer's boat at the minute.  paypal have put a "partial suspension" on my account until i confirm my details with them, but every time i try to they tell me "this system is currently not available, please try later".  so, i can't use paypal, they won't tell me why, they won't sort it out, and i only found out when a seller asked me about it!
