i think it is a seriously bad idea to give mp's that kind of power. it would have advantages but i think they will regret it in years to come if this bill does go through.
there is a massive weight on parliaments shoulders to deal with the amount of bills that get thrown at them, but giving mp's the ability to do so is not the solution.
the wording in these bills is often ambiguous which is why we have statutary interpretation all over the place trying to make sense of things. it will be made unimaginably worse by allowing this bill to go through.
on the other hand, bodies like the law commision are always proposing reforms which are very rarely carried out and so i'm thinking maybe they believe this bill will enable amendments to be made to legislation without soo many complications.
if you see some of the current laws you wonder what they were thinking when they were thought up, and when you see some of the proposed reforms you end up thinking that these people are on drugs.
unfortunately the fact of the matter is, the reason soo many laws are rediculous is that parliament simply doesn't have the time to look over such bills, especially things like statutory instruments. they get something like 78 of those to read through a day.
it seems to me they have decided to try and find a solution and in their haste have made what seems to be a mistake.
so they probably haven't thought too hard about what this bill means, as, like i said they don't have much time.
having said that i haven't read the bill though so i don't really know exactly whats going on.
