I accidently plugged a 12v power supply into my lil DOD tec4 pedal the other day...and it runs fine with the extra power. My friend says he has also used 12v on a marshall jackhammer without any bad results. Is it bad for the pedal electronics to overpower them or are they just designed for anything near to 9v?

It's not too bad if the pedal is analog, TS9s and other OD pedals can sound good on 12v. But I'd be wary of running digital units one 12v.
Inside there's probably a voltage regulator, if that goes the pedals finished.
