Are all of these Explorer style guitars neck heavy?
I tried an Epiphone korina explorer and the neck just fell when i let go of the neck, are all of them like this, e.g. Jackson Kelly, Dean Z, ESP EX.

An Explorer shouldn't be neck heavy unless the bodywood is very light.

If this is the case - lighter weight tuners may help

I've got 2 explorers and neither is neck heavy, in fact if anything they might be slightly back heavy. Where the front strapbutton is positioned can have a major effect though.

I had an Epi korina explorer. Slightly neck heavy. The neck (mahogany) was heavier than the body (korina, sort of). It helps if you move the strap button from the top horn to the heel.

Not quite the same, but I had an Epi Firebird. yeah, it was neck heavy. I always planned on fitting a bigsby trem to counterbalance the neck.

What is the best quality Explorer i can get for £500, i've looked through most well known brands and the Dean Z Black And Gold has come out on top, are there any unknown/smaller brands that do better ones?

Dunno about better, but Tokai do an Explorer and they're a great brand for the money.

Odd, all the ESP's I've had are very balanced, if not, just ever so slightly neck heavy. As in, when you let go, it slowly slides down just a bit. My EC-1000 is perfect, never changes.
