On Vai's site he says the trem on Evo gets replaced several times a year.....
And he's onto something I reckon!
Have you checked the pivot post studs? Might be worth replacing. New springs can help, try different gauges/brands of strings. And as Dakine said, check the nut it may not be locking properly if the clamps are worn time for new ones.
Trem setters are a last resort, I've got one on my Charvel so I can use a D-Tuna on a floating trem, works great but the trem now has a different feel.
I had to replace the trem and locking tuners on my old PRS when it was about 10 years old, it just wouldn't stay in tune and no matter what else I'd tried that was the only solution.
