I initially thought the same as you, that he was the latest in a long line, but (if I remember right) there isn't any suggestion in the book that this is the case - that situation just arose and became convenient. There isn't much about Eli's history, but I guess being a child alone would be more difficult in the modern age of ID and form-filling than it might've been in the past.
The relationship with Oskar is completely different. She's not grooming him, it is just what it seems - a love story. But who knows what the future might hold?
